TELEGRAM from the Governor of Hong Kong to the
Secretary of State for the Colonies.

I am informed by Hong Kong and Whampoa Docks
that they are tendering for the Singapore floating
dock. Tenders due at Director of Navy Contracts by 18th August. Understand that the firm fully competent
for such work. Allocation of contract to Hong Kong would be of immense value to the Colony at present depressed on account of the Canton boycott. Should be glad if the Director of Navy Contracts could be
asked to consider the interests of the Colony in allocation of the Contract so far as compatible with Imperial interests.
